Like most of the Indo-Greek rulers, very little is known about the life and reign of King Philoxenos. He controlled an area spanning Paropamisade to Punjab and may have briefly controlled most of the Indo-Greek territory. The dates of his reign are debated, but seem to have been 125-110 B.C., possible a bit later. His coinage features elements that were more common among the Indo-Scythians than the Indo-Greeks, including the horseman on the reverse and the square shape for drachms, suggesting that Philoxenos has some sort of connection to the nomadic Scythian forces that had conquered Bactria.
